Creation of the Governmental Office for Space and Aerospace Policies

The scope of the action is to improve the downstream market potential and uptake to expand the national capacity to develop public and private EO based services.

In the context of Italian Copernicus User Forum and in the so called “Valorizzazione” working table, many meeting has been held to foster the discussion between institutions, industry and research bodies, to define the user needs, EO requirements in terms of demand and offer of EO based services, data or platform, to maximize the development efficiency of operational services and their impact on the market by involving the different players in different sectors.

In this framework, the Institutional user needs have been collected into a periodically updated (living) document, expressing their needs strictly based on the current legislation and permitting to provide indication and envisaging the development direction of national space-based services, including upstream asset to which the input data may derive. 

A user requirements matrix has been built to define the technical characteristics of the services to be implemented and the data and relative remote and in situ sensors necessary as input to the processing chains. The public and commercial identified requirements have been integrated in order to permit the best uptake processes within the national and European space policies.


The work carried out at national level relating to the coordination of activities in the field of earth observation led to the establishment in April 2022 of the National Office for Space and Aerospace Policies as the general structure of the Presidency of the Council of Ministries, supporting the President for the management functions, general political responsibility and coordination of ministers' policies relating to space and aerospace programs (GU Serie Generale n.191 del 17-08-2022).

The main achievements are:

  • A total of 14 meetings were carried out. Five of these were meetings of the National Copernicus User Forum (with 40-70 participants each meeting), 3 meetings of the “Valorizzazione” Working Group (with 100-120 participants each meeting) and 6 local-regional meetings;
  • Update of the living document related to Buyers Group’s user needs for EO based operational services and state of the art analysis related to upstream and downstream sectors;
  • The consolidation of the census of Institutional and Commercial players, with their sector of interest and specific skills;
  • The consolidation of the survey collecting national EO based products and services that are in demand and those that are offered on the market: EO market analysis and sustainability;
  • The definition of the synoptic user requirements matrix for the eight thematic services (Coast and marine monitoring, Air Quality, Ground motion, Monitoring of land cover and use, Hydro-meteorology climate service, Water resources, Emergency services, Security services) regarding upstream and downstream requirements.
  • Creation of a national Position Paper on EO which will be shared with Copernicus CC & CUF
